Who Has the Authority to Plan the Construction of the Reserve Force

At Article 8 of the Law on Military Reserve Force 2019, the following individuals and organizations are authorized to prepare plans for the construction, mobilization, and reception of the military reserve force for the year 2020:

- The Ministry of National Defense shall take the lead and cooperate with the Ministry of Planning and Investment, other ministries, ministerial-level agencies, and government-affiliated agencies to prepare the national plan for the construction and mobilization of the military reserve force.- Ministries, ministerial-level agencies, and government-affiliated agencies assigned the task of constructing and mobilizing the military reserve force shall prepare plans for such construction and mobilization for their respective ministries, ministerial-level agencies, and government-affiliated agencies. Units under ministries, ministerial-level agencies, and government-affiliated agencies assigned the task of constructing and mobilizing the military reserve force shall prepare plans for such construction and mobilization for their respective units.- Provincial and district-level People's Committees shall prepare plans for the construction and mobilization of the local military reserve force.- The Minister of National Defense shall regulate the authority to prepare plans for the mobilization and reception of the military reserve force for units of the Vietnam People's Army.

In addition, this new Law clearly outlines the contents of the plans for the construction, mobilization, and reception of the military reserve force, specifically:

Firstly, the content of the plan for constructing the military reserve force includes:

- Organization of reserve units;- Management of reserve units;- Selection and training of reserve officers;- Training, exercises, check readiness for mobilization, and combat readiness;- Party work, political work;- Ensuring logistics, technical, and financial support.

Secondly, the content of the plan for mobilizing the military reserve force includes:

- Notification of the mobilization decision, mobilization order;- Concentration, transportation, handover of reserve military personnel, reserve technical means;- Party work, political work;- Ensuring logistics, technical, and financial support;- Command and operation of the mobilization of the military reserve force;- Protection during the concentration, transportation, and handover of reserve military personnel, reserve technical means.

Thirdly, the content of the plan for receiving the military reserve force includes:

- Decision on the implementation of the task of receiving the military reserve force;- Reception of reserve military personnel, reserve technical means;- Party work, political work;- Ensuring logistics, technical, and financial support.
