The Ministry of Public Security has just promulgated Circular 38/2020/TT-BCA stipulating the work of protecting state secrets within the People's Public Security force.
According to Article 4 of Circular 38/2020/TT-BCA, the authorizing individuals for copying or duplicating documents or materials containing top-secret state secrets in the People's Police include:

- Minister of Public Security;- Director General, Institute Director, Commander of units under the Ministry; Chief of Office of the Ministry of Public Security, Chief Inspector of the Ministry of Public Security, Head of the Inspection Commission of the Central Public Security Party Committee, Chief of Office of the Investigation Police Agency;- Director of the People's Public Security Political Academy, Director of the People's Security Academy, Director of the People's Police Academy, Director of the International Academy; Rector of the University of Fire Fighting and Prevention, Rector of the University of Technology and Logistics of the People's Police;- Directors of provincial and centrally-affiliated city police.
Additionally, the authorizing individuals for copying or duplicating documents or materials containing top-secret, confidential state secrets include:
- The aforementioned individuals;- Rectors of the People's Police schools (except in cases specified at Point c, Clause 1 of this Article);- Heads of public service providers under the Ministry of Public Security;- Head of Division and equivalents; Chief of district, town-level police within provinces, centrally-affiliated cities, and cities under centrally-affiliated cities; Regiment commanders.
The authorizing individuals specified in Clause 1 and Points a, b, c of Clause 2, Article 4 may delegate authority to their deputies to authorize the copying or duplicating of documents or materials containing state secrets. The delegation of authority for copying or duplicating documents or materials containing state secrets shall be carried out regularly or on a case-specific basis and must be in writing, clearly identifying the scope, content, and duration of the delegated authority.
Deputies authorized to permit the copying or duplicating of documents or materials containing state secrets are responsible for their authorization decisions before their superiors, before the law, and are not allowed to further delegate this authority to others.
