Who Has the Authority to Announce the Retirement Pending Decision in the People's Public Security Forces of Vietnam?

Below is a notable content stipulated in Circular 16/2013/TT-BCA issued by the Ministry of Public Security of Vietnam, regulating the procedures to be followed when a People's Public Security officer retires to receive a pension.

The personnel agencies and organizations under the Public Security departments of various units and localities must complete the procedures, report to the competent authority leadership for decision-making on rank promotion, salary increment, and decision on retirement pending or retirement decision for officers according to the regulations. At the same time, they should prepare the content of the plan (location, time, invitation of presiding leader, attendees, etc.) and organize the announcement ceremony of the retirement pending decision at the time when the public security officer is due for retirement pending according to the regulations.

Article 4 Circular 16/2013/TT-BCA stipulates the authority to preside over the announcement of retirement pending decisions for public security officers at central agencies and local public security departments in Vietnam. To be specific:

First, at Central Agencies in Vietnam:

Authority to announce the retirement pending decision Public Security officers eligible for pension benefits
Minister announces the Prime Minister's decision of the Government of Vietnam regarding retirement and informs the time of work cessation pending pension benefits according to the regulations of the Ministry of Public Security Deputy Ministers
Deputy Minister (assigned responsibility) Directors General; Commanders, Department Heads, Bureau Chiefs, and equivalents under the Ministry; Directors of the People's Security Academy and Directors of the People's Public Security Academy;
Director General Department-level leaders and leaders of units under the Directorate (if the Directorate has many sub-units and a wide area, authorization can be given to the head of the staff agency responsible for personnel work of the Directorate or to the head of a lower-level unit);
Director General of the General Department of Personnel Construction of the People's Public Security Leaders of academies and People's Public Security schools (excluding Directors of the People's Security Academy and Directors of the People's Public Security Academy).
Director General of General Department V Leaders of the International Academy.
Unit Head: Command, Department, Bureau, and equivalents under the Ministry Public security officers under the unit (units with a large number of public security officers retiring annually and a wide area may authorize lower-level unit heads);
Directors of Academies, Rectors of People's Public Security schools Public security officers under the unit.
Heads of department-level units and units under the Directorate Public security officers under the unit (units with a large number of public security officers retiring annually and a wide area may authorize lower-level unit heads);
Enterprise Directors Officers under the unit

Second, at Local Public Security Departments in Vietnam:

Director General of the General Department of Personnel Construction of the People's Public Security Directors of provincial- and centrally-affiliated city-level Public Security Departments, Directors of Fire Prevention and Fighting Public Security Departments (hereinafter referred to as provincial-level Public Security Directors)
Provincial-level Public Security Director Deputy Directors of provincial-level public security;
Provincial-level Public Security Director or Deputy Director Leaders of district-level public security, including departments, districts, towns, provincial-affiliated cities, and equivalents.
Heads of district-level public security, including departments, districts, towns, provincial-affiliated cities, and equivalents Public security officers under the unit.
