Who has authority to issue Circulars and Joint Circulars in the health sector?

Circular 22/2014/TT-BYT stipulates the authority to sign the issuance of circulars and joint circulars as follows:

- The Minister signs the issuance of circulars and joint circulars under the issuance authority of the Ministry of Health;- The Deputy Minister signs the issuance of circulars and joint circulars in the fields assigned by the Minister after obtaining the Minister's written consent.

Furthermore, the submission of circulars and joint circulars regarding health is also regulated by Circular 22 as follows:

- The dossier submitted to the Minister for signing and issuing circulars and joint circulars shall comply with the provisions of Clause 3, Article 17 of Circular 22/2014/TT-BYT. For draft circulars and joint circulars, the signature of the head of the Legal Department is required.- In the case of submission to the Deputy Minister for signing a document, the dossier submitted for the issuance of circulars and joint circulars must include an authorization letter from the Minister authorizing the Deputy Minister to sign the document.
