Recently, the Government of Vietnam has unanimously passed Decree 41/2014/ND-CP on the organization and operation of People's Police inspections.

According to the provisions of Article 27 Decree 41/2014/ND-CP, based on the inspection plan approved by the competent head of the police, the Chief Inspector of the police units and localities issues an inspection decision and establishes an Inspection Team to carry out the inspection task. Where there is no Inspectorate organization, the head of the police in charge of inspection work issues an inspection decision and establishes an Inspection Team to carry out the inspection task.
However, for complex fields and cases involving many units and localities, the Minister, General Director, Provincial Police Director, and Provincial Fire and Rescue Police Director issue an inspection decision and establish an Inspection Team to carry out the inspection task.
Moreover, for particularly complex fields and cases involving the management responsibilities of many levels and sectors with the primary responsibility of the Ministry of Public Security, based on the inspection plan, the Minister, Provincial Police Director, and Provincial Fire and Rescue Police Director decide on the inspection and establish an inter-sectoral Inspection Team to carry out the inspection task.
Regarding the sequence, procedures, authority, and steps for conducting administrative inspections, they are carried out according to the provisions of Articles 22 to 31 of Decree 86/2011/ND-CP.
