- The Chairman of the Council is the Minister of Public Security;- The Vice Chairman of the Council is the Deputy Minister of Public Security in charge of the Political and Party Work Department;- Council members include: the Deputy Ministers of Public Security; the Chief of the Ministry's Office; the Director of the Political and Party Work Department (Standing Member); the Head of the Emulation and Commendation Division of the Political and Party Work Department (Secretary Member).
The Emulation and Commendation Council of the Ministry of Public Security has the following duties and powers:
- Develop guidelines and measures to promote the emulation movement and commendation work within the People's Public Security;- Supervise, inspect, and monitor the implementation of guidelines and policies on emulation and commendation work within the People's Public Security;- Periodically evaluate the results of the emulation movement and commendation work within the People's Public Security;- Advise the Minister of Public Security on decisions to award emulation titles and commendation forms under his/her authority or submit to the competent authority for awarding emulation titles and commendation forms.
