The composition of the editorial board for textbooks is specified in Circular 04/2011/TT-BGDDT on Regulations for the compilation, selection, appraisal, approval, and use of university textbooks for higher education issued by the Ministry of Education and Training of Vietnam on January 28, 2011.

To be specific, Article 8 of Circular 04/2011/TT-BGDĐT stipulates that the composition of the editorial board of university textbooks includes:
- Chief author or co-chief authors and members (if any). The chief author or co-chief authors of textbooks for college, university, and master's degree programs must hold the title of professor, associate professor, or have a doctoral degree in the relevant subject area of the textbook.
For college-level textbooks, in the absence of a doctoral degree holder in the relevant field, the chief author or co-chief authors should at least have a master's degree.
- Members participating in the editorial board of university textbooks must hold expertise relevant to the content of the textbook and currently be directly teaching at the college, university, or master's level, or be reputable scientists involved as visiting lecturers at the institution, as decided by the Rector.
The Rector decides the number of members participating in the editorial board of university textbooks or individual scientists writing the textbook.
The Rector specifies the composition, organization, and activities of the editorial board of university textbooks in writing.
The chief author/co-chief authors have the following responsibilities and authorities:
- Organize the compilation of the textbook according to the textbook outline approved by the Rector.
- Be responsible for the scientific content of the textbook, incorporate feedback, and revise the textbook content according to the suggestions of scientists and the conclusions of the appraisal council.
- Propose to the Rector to replace or add members to the textbook writing team when deemed necessary.
- Be entitled to policies in accordance with current state regulations and the policies of the higher education institution regarding the writing of textbooks.
