This is an important content in Circular 02/2020/TT-BNG issued by the Minister of Foreign Affairs on February 14, 2020, providing guidance on the organization and resolution of consular affairs.

According to the provisions of Article 2 of Circular 02/2020/TT-BNG, Consular Blank Forms are documents, items, and materials produced and printed in blank form for use in part or all of the process of issuing consular documents such as passports (diplomatic, official, ordinary), photo protection films, and other entry and exit documents as prescribed by law; visas (sticker, detached); Visa Exemption Certificates (sticker, detached); AB stamps; original Birth Certificates, original Marriage Certificates and other blanks as prescribed by law.

Consular blank forms are managed and protected as classified documents. The Director General of Consular Department, the Director of Ho Chi Minh City Department of Foreign Affairs, and the Heads of Representative Missions are responsible for organizing the storage and use of consular blank forms to ensure compliance with the regulations and procedures on the management and issuance of consular documents, security, and safety.

Additionally, consular blank forms that do not meet the standards for issuance, are damaged due to technical errors during issuance (commonly referred to as damaged consular blank forms), must be stamped "Cancelled" and handled according to the provisions of Article 13 of Circular 02.

For sticker-type consular blank forms (sticker visas, sticker-type Visa Exemption Certificates, AB stamps) that are damaged due to technical errors by the Representative Mission and have been affixed to passports and cannot be removed, the agency shall stamp "Cancelled" on the damaged consular blank forms and issue replacement forms free of charge. Copies of the damaged consular blank forms, replacement forms along with the passport's personal details page of the applicant shall be sent to the Consular Department as prescribed in Clause 2, Article 13 of Circular 02.
