Recently, the Ministry of Public Security has submitted the Draft Law on ensuring road traffic order and safety to the National Assembly of Vietnam for consideration. This Draft Law has stipulated priority rights and priority signals of a number of vehicles in Vietnam.
According to the Draft Law on ensuring road traffic order and safety of Vietnam, the following vehicles have the priority right to go before other vehicles when passing intersections from any direction of traffic in the following order:
1. Fire engines traveling on duty;
2. Military vehicles and police vehicles on urgent duty; motorcades led by police cars;
3. Ambulances on duty;
4. Dike-watch vehicles, vehicles employed in overcoming natural disasters or epidemics or in a state of emergency as prescribed by law;
5. Funeral vehicle processions.
Note: Vehicles specified at sections 1, 2, 3 and 4, when traveling on duty, shall give signals by means of horn, banner and light according to regulations; are not restricted in speed; may enter one-way roads from the opposite direction and other roads open to traffic, even go through the red light, and must only follow the instructions of persons directing traffic. When recognizing the signals of priority vehicles, road users shall promptly slow down, give way or pull into the right edge of the carriageway to give way. They may not obstruct priority vehicles.
Concurrently, priority signals of a number of vehicles are as follows:
- Signals of fire engines traveling on duty: Fire trucks with red or blue rotating beacon light or flashing lights mounted on the roof; have a priority signal whistle;
- Signal of military truck on duty performance: Cars with red flashing lights or flashing lights mounted on the roof of the vehicle, with a military flag on the driver's left side of the vehicle; with a priority signal whistle. Motorcycles with red flashing lights or flashing lights mounted on the front or rear forks; a military ensign placed at the front of the vehicle; have a priority signal whistle;
- Signal of police vehicles upon emergency duty performance: The automobile with the rotating beacon light or flashing light of red or blue color on the car roof, police flag fixed at the front of the automobile on the left of the driver with priority signal horn. In particular, way-directing police vehicles have police flag fixed at the front of automobile on the left of the driver;
- Signal of ambulance vehicles on first aid duty performance: The ambulance vehicles with the rotating beacon light or flashing light of red color on the car roof with the priority signal horn.
- Signal of dike protection vehicles, vehicles in the state of emergency as prescribed by law: The vehicles on duty of dyke protection with the flag “DIKE PROTECTION” fixed at the front of the automobile on the left of the driver. Vehicles of epidemics or vehicles on duty in the state of emergency as prescribed by law as follows: Vehicles of epidemics, vehicles in the state of emergency as prescribed by law with the flag “STATE OF EMERGENCY” fixed at the front of automobile on the left of the driver.
In addition, operators of priority vehicles must ensure the safety of other road users and must obey the orders of the traffic controller.
