Which Types of Documents Require Evaluation of Hydrographic Document Quality?

Recently, the Minister of Natural Resources and Environment promulgated Circular 01/2020/TT-BTNMT on technical regulations for assessing the quality of hydro-meteorological, air, and water environment documents.

According to Circular 01/2020/TT-BTNMT, the assessed materials include paper documents (various logs, reports, tables recording statistical calculation results, diagrams, charts) and data file materials, specifically:

1. Hydro-meteorological documents:

- Manual observation materials: observation logs, self-recording water level charts, and reports;

- Automatic observation materials: reports and data files.

2. Agricultural meteorology and radiation documents:

- Manual observation materials: observation logs, reports, observation tables.

3. Air and water environmental documents:

- Rainwater, settled dust, total dust, river water, lake water, seawater, salinity observations: observation result tables, laboratory analysis result tables, and reports;

- Automatic air environment and climate monitoring documents: automatic observation result tables, data files, and reports.

Circular 01 stipulates the assessment of document quality using a scoring method based on standard scores, deduction scores, and achieved scores: AS = SS - ΣDS

Where:

- Standard Score (SS) is the highest possible score (a total of 100 points) and is determined based on each item of the document quality assessment content.- Deduction Score (DS) is the number of points deducted for errors, determined based on the types of documents and information: logs, tables, observation result reports; data files; self-recording diagrams of observed data; laboratory analysis result tables; technical inspection records.- Achieved Score (AS) of the document is the difference between the standard score and the total deduction score.
