The Ministry of Finance promulgates Circular 103/2017/TT-BTC stipulating the management and use of career expenditure to implement the National Target Program on Vocational Education, Employment, and Occupational Safety for the 2016-2020 period.

According to the provisions of Circular 103, support for repairing, renovating infrastructure, and purchasing training equipment applies to the following 05 subjects:

- High-quality schools according to Decision 761/QD-TTg;- 05 Universities of Technical Education, vocational education faculties in colleges, and the Institute of Vocational Education Science;- 30 specialized vocational education institutions to train certain key professions to serve marine economic development and ethnic minority boarding students, and people with disabilities;- Schools selected for investment in key professions according to the Decision of the Minister of Labor - Invalids and Social Affairs;- High-tech laboratories, high-tech centers, trial production facilities in some vocational education institutions.
