Which Officers Provide Counseling for Inmates About to Complete Their Prison Sentences?

On September 25, 2013, the Minister of Public Security signed and issued Circular 39/2013/TT-BCA regulating education and counseling for inmates about to complete their prison sentences.

Counselors for inmates who are about to complete their prison sentences are regulated by Circular 39/2013/TT-BCA as follows:

- Counselors for inmates are leaders of units, officers of prisons, detention centers, and criminal judgement enforcement agencies at the district police level, with at least a High School level education or equivalent, capable of performing counseling tasks.- Wardens of prisons and detention centers, and Heads of criminal judgement enforcement agencies at the district police level may invite officers from the Justice, Education and Training sectors, the Bar Association, the Youth Union, universities, HIV/AIDS prevention and control centers, employment counseling centers, businesses, or other functional agencies to counsel inmates. Individuals from State agencies and social organizations who come to counsel inmates must have a written introduction from their leaders and must be agreed upon by the wardens of the prisons and detention centers, or Heads of criminal judgement enforcement agencies at the district police level to arrange counseling for inmates.
