Ministry of Foreign Affairs promulgates Circular 05/2017/TT-BNV providing guidance on foreign affair protocol and the reception of foreign guests visiting localities.

According to Circular 05, foreign guests visiting upon the invitation of local authorities include:

- Former high-ranking foreign leaders; leaders and former leaders of ministries, departments, agencies, Committees of the foreign National Assembly; leaders and former leaders of foreign local authorities; leaders and former leaders of intergovernmental and interparliamentary international organizations, United Nations organizations; leaders of agencies under ministries, departments, agencies, Committees of the foreign National Assembly; leaders of agencies under intergovernmental and interparliamentary international organizations, United Nations organizations, and equivalent levels.- Leaders of provincial departments and authorities of foreign localities; leaders of districts in foreign localities; leaders of provincial-level mass organizations, leaders of district-level mass organizations of foreign localities and equivalent levels.- Heads and members of foreign representative offices in Vietnam.- Representatives of foreign economic, commercial, non-governmental organizations, and other foreign organizations and individuals.

Refer to the reception procedures as prescribed in Circular 05/2017/TT-BNV effective from December 01, 2017.
