Which entities are subject to registration fees in Vietnam in 2024?

Below are the subjects to registration fees in Vietnam currently stipulated in Article 3 of Decree 10/2022/ND-CP including:

(i) Houses and land.

(ii) Hunting guns; guns used for practice and sports competition.

(iii) Ships as defined by the laws on inland waterway traffic and maritime law (hereinafter referred to as watercrafts), including barges, boats, tugboats, pushers, submarines, and submersibles; excluding floating docks, floating storage units, and mobile platforms.

(iv) Boats, including yachts.

(v) Aircrafts.

(vi) Two-wheeled motorcycles, three-wheeled motorcycles, mopeds, and similar vehicles that require registration and license plates granted by competent state authorities (hereinafter collectively referred to as motorcycles).

(vii) Automobiles, trailers or semi-trailers pulled by automobiles, similar types of vehicles that require registration and license plates granted by competent state authorities.

(viii) Hulls, frame assemblies, engine blocks of assets specified in (iii), (iv), (v), (vi), and (vii) that are replaced and require registration with competent state authorities.

What is the current registration fee rate in Vietnam?

According to Article 8 of Decree 10/2022/ND-CP, the registration fee in Vietnam is determined by a percentage (%) as follows:

- Houses, land: The rate is 0.5%.

- Hunting guns; guns used for practice and sports competition: The rate is 2%.

- Watercrafts, including barges, boats, tugboats, pushers, submarines, submersibles; boats, including yachts; aircrafts: The rate is 1%.

- Motorcycles: The rate is 2%.

Exclusively:

+ Motorcycles of organizations and individuals in cities under central authority; provincial cities; district-level towns where provincial People's Committees are based, first-time registration fee submission at a rate of 5%.

+ For motorcycles paying registration fees from the second time onwards, a rate of 1% is applied. If the owner has declared and paid the registration fee for motorcycles at the rate of 2%, but then transfers to organizations or individuals in areas specified in point a of this clause, the registration fee will be paid at a rate of 5%.

- Automobiles, trailers or semi-trailers pulled by automobiles, similar types of vehicles: The rate is 2%.

Exclusively:

+ Passenger cars with up to 9 seats (including pick-up trucks): the first-time registration fee submitted at a rate of 10%. In case a higher rate is necessary to suit the actual local conditions, the People's Council of provinces and centrally-affiliated cities shall decide on an adjustment increase but not exceeding 50% of the general rate specified herein.

+ Pick-up trucks with a permitted loading capacity of less than 950 kg and with up to 5 seats, VAN trucks with a permitted loading capacity of less than 950 kg, the first-time registration fee at a rate of 60% of the first-time registration fee rate for passenger cars with up to 9 seats.

+ Electric cars running on batteries:

++ Within 3 years from the effective date of this Decree: first-time registration fee at a rate of 0%.

++ For the next 2 years: first-time registration fee at a rate of 50% of the rate for gasoline and diesel cars with the same number of seats.

+ The above types of cars: subsequent registration fees from the second time onwards at a rate of 2%, uniformly applied nationwide.

Based on the type of vehicle recorded in the Certificate of technical safety and environmental protection quality issued by the Vietnam Register, the tax authority determines the registration fee rate for automobiles, trailers or semi-trailers pulled by automobiles, and similar vehicles according to regulations.

Note: On August 29, 2024, the Government of Vietnam issued Decree 109/2024/ND-CP regarding a 50% reduction in car registration fee for 3 months in 2024.

implements a 50% registration fee reduction for domestically manufactured and assembled cars over 3 months (from September 1, 2024, to the end of November 30, 2024).
