Which Entities Are Eligible to Register New Disinfectant Products for Circulation?

Decree 91/2016/ND-CP has been promulgated by the Government of Vietnam regarding the management of chemicals, insecticidal, and disinfecting preparations used in household and medical fields.

According to Decree 91/2016/ND-CP, the registration of new insecticidal and antibacterial products is applicable to the following entities:

- Domestic enterprises, cooperatives, and business households that own the products or representative offices of foreign merchants in Vietnam where the merchant is the owner of the products;- Domestic enterprises, cooperatives, and business households authorized by the product owner to register;- Representative offices of foreign merchants in Vietnam authorized by the product owner to register.

Note:

- In cases of supplementary registration, renewal of registration, and reissuance of the Certificate of Registration, the entity listed in the registration must be the owner of the registration number.- If the product owner permits the authorized entity to re-authorize another entity to register the product, this authorization must be clearly stated in the Letter of Authorization.- If the product owner authorizes two or more entities in Vietnam to register the same product, the Ministry of Health will only accept and process the registration for the first entity with a valid Letter of Authorization.
