Recently, the Minister of Justice signed and promulgated Circular 02/2020/TT-BTP on the issuance, guidance on usage, and management of nationality registry forms and nationality documents.
Circular 02/2020/TT-BTP stipulates the subjects using nationality registry forms and nationality-related document forms include:

1. Vietnamese citizens, foreigners who request the resolution of nationality matters;
2. Diplomatic missions, consular agencies, or other agencies authorized to perform consular functions of Vietnam abroad, the State Committee for Overseas Vietnamese;
3. Departments of Justice of centrally-run provinces and cities;
4. People's Committees of centrally-run provinces and cities;
5. Ministry of Foreign Affairs;
6. Ministry of Justice.
At the end of the year, the individual who has recorded in the nationality register must clearly compile statistics on the total number of cases recorded in the register for the year; if multiple registers were used within the year, the total number of books and cases recorded must be noted; sign, clearly print their full name, and report to the head of the agency for confirmation and stamping. The nationality register must be permanently archived and preserved in accordance with the provisions of the law on archiving.
