Which Employees Are Exempt from Foreign Language Exams When Taking Promotion Exams in the Culture Sector?

In this context, for promotional exams from rank III to rank II in the cultural sector, public employees who meet the conditions stipulated in point d, clause 1, Article 6 of Circular 10/2019/TT-BVHTTDL will be exempt from the computer science and foreign language exams, specifically:

- Public employees as of the final date for submission of the registration dossier for the promotion exam will be exempt from the foreign language exam if they meet one of the following conditions:

+ Male employees who are 55 years or older and female employees who are 50 years or older;

+ Public employees working in ethnic minority areas who are ethnic minorities themselves or have ethnic minority language certificates issued by authorized training institutions;

+ Public employees with a diploma in a foreign language at the same or higher level than the required professional training qualifications stipulated in the job title standards for the promotional exam rank;

+ Public employees with a diploma at the required training level or higher, where the diploma was acquired abroad or attained in a foreign language within Vietnam.

+ Public employees with a Doctorate or Master's degree or with a foreign language certificate equivalent to B1 level in the European framework or higher, valid for 2 years from the date of diploma issuance or certificate issuance as of the final date for registration dossier submission for the promotion exam from rank III to rank II.

- Public employees as of the final date for submission of the registration dossier for the promotion exam will be exempt from the computer science exam if they hold a diploma at the intermediate level or higher in Information Technology, Computer Science, or Mathematics-Information Technology.

- For the performing arts, cinema, and fine arts specialties, public employees will not be required to take foreign language or computer science exams in the promotion exam.
