Circular 19/2015/TT-BYT stipulates that the following documents fall within the self-inspection scope of the Ministry of Health, including:
- Circulars issued by the Minister of Health;
- Joint circulars between the Minister of Health and Ministers, heads of ministerial-level agencies, Chief Justices of the Supreme People's Court, and Chief Procurators of the Supreme People's Procuracy;
- Decisions and directives issued by the Minister of Health; joint circulars between the Ministry of Health and central agencies of political - social organizations issued before January 1, 2009, which have not been annulled, repealed, or replaced by other documents;
- Documents containing legal norms issued by the Ministry of Health or its affiliated units that are not issued in the correct form or authority, as detected, requested, or recommended by agencies, organizations, or individuals. Specifically:
- Documents containing legal norms issued by the Minister of Health but not in the form of circulars or joint circulars;- Documents in the form of legal normative documents, documents not in the form of legal normative documents but containing legal norms (decisions, directives, official letters, notices, announcements, regulations, rules, charters, programs, plans, guidelines, and other forms of administrative documents) issued by agencies or individuals not authorized to issue legal normative documents (Deputy Ministers, heads of units under the Ministry of Health).
