Which circumstances lead to the exclusion of a food safety establishment from the export list?

On October 29, 2018, the Ministry of Agriculture and Rural Development issued Circular 16/2018/TT-BNNPTNT detailing the cases in which food safety establishments are removed from the export list.

Circular 16 stipulates pursuant to the regulations of the importing country or territory or an agreement with the competent authority of the importing country or territory, the Department of Quality Management of Agricultural, Forestry, and Aquatic Products shall establish and update the Export List by market for establishments that fully meet the following criteria:

- Granted a Food Safety Certificate as prescribed by law;- Comply with the regulations and technical standards on ensuring food safety of the corresponding importing country.

Additionally, Circular 16 also stipulates that establishments will be removed from the Export List in the following cases:

- The establishment has a written request to withdraw its name from the Export List;- The establishment fails inspection or assessment (grade 4).
