Teachers belonging to any occupational title rank must meet certain conditions and standards of that occupational title rank, including mandatory standards regarding the pedagogical training certificate. However, in some cases, this requirement is not mandatory.
Currently, the content regarding conditions and standards for professional titles of preschool teachers, primary school teachers, lower secondary school teachers, and general education teachers is carried out sequentially according to the regulations in the following documents:
- Joint Circular 20/2015/TTLT-BGDDT-BNV;
- Joint Circular 21/2015/TTLT-BGDDT-BNV;
- Joint Circular 22/2015/TTLT-BGDDT-BNV;
- Joint Circular 23/2015/TTLT-BGDDT-BNV.

According to the above-mentioned documents, there is no requirement for a training certificate for cases such as Preschool Teachers Rank IV, Primary School Teachers Rank IV, Lower Secondary School Teachers Rank III, and General Education Teachers Rank III.
Considering the standards for training levels, these cases only need to meet the conditions regarding pedagogical training levels, foreign language, and information technology proficiency without a mandatory requirement for a pedagogical training certificate.
Aside from the cases mentioned above, other cases are required to have a training certificate to meet the conditions and standards of the respective professional title rank.
Thus, teachers of any rank must meet all the requirements and standards of that rank. In cases where teachers wish to be promoted to a higher professional title rank, they must also ensure that they meet the standards, including the requirement for a training certificate of the rank they intend to apply for.
