Recently, the Minister of Public Security has issued Circular 24/2013/TT-BCA stipulating the physical training standards for the People's Public Security forces.
Article 3 of Circular 24/2013/TT-BCA stipulates the following cases to be exempted from physical training in the People's Public Security forces:

- Full exemption in the following cases: War invalids; those with a notice of retirement.- One-year exemption from the physical training test in the following cases:
- Women who are pregnant or raising children under eighteen months old;- Under medical treatment certified by district, provincial hospitals, or hospitals of the People's Public Security, People's Army as not having enough health to participate in physical training activities;- Medal winners in sports competitions organized by the Ministry of Public Security or the Ministry of Culture, Sports, and Tourism.
Additionally, Circular 24 stipulates the deferment of the physical training test for cases of sudden illness; business trips, or being granted leave by unit leaders at the time of the test but must participate in the following session.
Note, the results of the physical training test according to standards are one of the criteria for evaluating annual emulation. Individuals and collectives not meeting the physical training standards for the year will have their emulation rank downgraded by one level.
