Load capacity of roadways refers to the bearing capacity of bridges and roads to ensure the lifespan of the structure as per design.

Circular 46/2015/TT-BGTVT stipulates the announcement of the load and limit dimension of roads, as well as the technical condition of level crossings under the authority of the following agencies:
- The Directorate for Roads of Vietnam is responsible for announcing the load and limit dimension of national highways; updating the load, limit dimension of roads, and the technical condition of level crossings nationwide on the Electronic Information Portal of the Directorate for Roads of Vietnam.
- The Department of Transport is responsible for announcing the load and limit dimension of local roads; and sending data to the Directorate for Roads of Vietnam for updates on the Electronic Information Portal of the Directorate for Roads of Vietnam.
- The Vietnam Railway Authority is responsible for announcing the technical condition of level crossings on the Vietnam railway network; and sending data to the Directorate for Roads of Vietnam for updates on the Electronic Information Portal of the Directorate for Roads of Vietnam.
Additionally, this Circular also clearly outlines the circulation of road motor vehicles as follows:
- Road motor vehicles that meet the load and limit dimension conditions of the announced roads and the loading regulations specified in Articles 16, 17, 18, and 19 of this Circular are permitted to circulate normally on the announced routes and sections.
- On other road routes and sections outside the announced list of road load and limit dimensions, vehicle owners, transport hirers, and drivers must comply with the weight limit signs, allowable limit dimensions of roads, speed, and the distance between vehicles when circulating on roads.
- In cases requiring the transport of indivisible goods or the circulation of vehicles with a total weight or dimensions exceeding the road load or limit dimensions, the vehicle owner, transport hirer, or driver must apply to the competent authority for a Vehicle Circulation Permit before operating the vehicle on the road.
