Which agency is responsible for reporting on universal education and literacy eradication? (Illustrative image)
Circular 19/2020/TT-BGDDT requires that policies for reporting on universal education and literacy eradication must be implemented as follows:
- Reporting requirements: The status of implementation and results of universal education and literacy eradication; the direction for implementing universal education and literacy eradication in the following year.
- Subjects to perform reporting, agencies receiving reports, and reporting procedures: People's Committees at commune level, district level, provincial level, and the Ministry of Education and Training (MOET).
- Reporting procedures:
The People's Committee at the provincial level presides over the collection and consolidation of data on universal education and literacy eradication in the province via the Universal Education and Literacy Eradication Management Information System, specifically:
- Commune level inputs the collected data from the information survey forms into the Universal Education and Literacy Eradication Management Information System and reports the complete data of the commune to the district level via the Universal Education and Literacy Eradication Management Information System;- District level consolidates and checks the data entered by the commune level on the Universal Education and Literacy Eradication Management Information System and reports the complete data of the district to the provincial level via the Universal Education and Literacy Eradication Management Information System;- Provincial level consolidates and checks the data reported by the district level on the Universal Education and Literacy Eradication Management Information System; completes the full data on universal education and literacy eradication of the province and reports to the MOET via the Universal Education and Literacy Eradication Management Information System.
The procedures and methods for data entry at the commune level, using the systems of the district level and provincial level, are implemented according to the User Guide provided on the Universal Education and Literacy Eradication Management Information System.
- Reporting cycle: Annual periodic reporting.
- Reporting data cut-off date: From October 1 of the year prior to the reporting period to September 30 of the reporting year.

+ In the case of paper reports:
- People's Committees at the commune level submit reports to the People's Committees at the district level before October 3 annually.- People's Committees at the district level submit reports to the People's Committees at the provincial level before October 5 annually.- People's Committees at the provincial level submit reports to the MOET before October 10 annually.
+ In the case of reporting via the MOET Reporting Information System:
- People's Committees at the commune level complete the data entry on the Universal Education and Literacy Eradication Management Information System before October 3 annually.- People's Committees at the district level complete the data entry on the Universal Education and Literacy Eradication Management Information System before October 5 annually.- People's Committees at the provincial level complete the data entry on the Universal Education and Literacy Eradication Management Information System before October 10 annually.
