On April 12, 2018, the Ministry of Science and Technology promulgated Circular 01/2018/TT-BKHCN stipulating the organization and management of the Scheme "Supporting the national innovative start-up ecosystem until 2025".

Authority for managing tasks under Scheme 844 is stipulated in Circular 01 as follows:

The Ministry of Science and Technology places orders, approves, allocates funds, and manages the implementation of the following tasks:

- National-level science and technology tasks as stipulated in Clause 1, Article 3 of Circular 01;- Tasks stipulated in Clauses 2, 3, 4, 5, Article 3 of Circular 01 at regional, national, and international levels to promote the development of the national innovative startup ecosystem.

Ministries, sectors, localities, socio-political-professional organizations place orders, approve, allocate funds, and manage the implementation of the following tasks:

- Ministry-level, provincial-level, and grassroots-level science and technology tasks within their management scope to address research issues and formulate mechanisms and policies as stipulated in Clause 1, Article 3 of Circular 01;- Tasks stipulated in Clauses 2, 3, 4, 5, Article 3 of Circular 01 within their management scope to support the development of innovative startup ecosystems in ministries, sectors, localities, and socio-political-professional organizations.
