Recently, the Government of Vietnam has signed and issued Decree 66/2015/ND-CP stipulating the Aviation Authority.

To be specific, according to Article 3 of Decree 66/2015/ND-CP, it is clearly stated that the Civil Aviation Authority of Vietnam under the Ministry of Transport is the Aviation Authority, directly carrying out the duties and powers of the Aviation Authority as stipulated by law and international treaties to which the Socialist Republic of Vietnam is a member.
When performing its duties and powers, the Aviation Authority uses the seal with the national emblem of the Civil Aviation Authority of Vietnam; uses the international transaction name of the Civil Aviation Authority of Vietnam as “Civil Aviation Authority of Vietnam”.
The Aviation Authority is guaranteed in terms of organizational structure, physical facilities, funds, personnel; has a special financial mechanism according to the Decision of the Prime Minister of the Government of Vietnam to carry out the duties and powers of the Aviation Authority, meeting the requirements and standards of the International Civil Aviation Organization.
In addition, the Aviation Authority serves as the focal point in international cooperation with the International Civil Aviation Organization, foreign aviation authorities, and other international aviation organizations and forums in which Vietnam participates. Notably, the Aviation Authority is authorized to use funds from foreign organizations; lead and cooperate with relevant agencies and units to implement international cooperation to enhance aviation security, aviation safety surveillance, and training and education of aviation personnel as prescribed by law.
