This is a noteworthy content mentioned in Circular 28/2019/TT-BGTVT amending and supplementing a number of articles of Circular 46/2011/TT-BGTVT stipulating the issuance, revocation of Certificates of Insurance or financial security in accordance with the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001.
Circular 28/2019/TT-BGTVT stipulates that the issuance of Certificates of Insurance or Financial Guarantee for Civil Liability for Bunker Oil Pollution Damage is under the authority of the following agencies:

Certificates of Insurance or Financial Guarantee for Civil Liability for Bunker Oil Pollution Damage (hereinafter referred to as the Certificate) are issued by the Vietnam Maritime Administration or the Maritime Sub-Departments, Port Authorities authorized by the Vietnam Maritime Administration to carry out ship registration, to certify valid insurance policies or financial guarantees for maritime vessels that comply with the requirements of Article 7 of the Bunker Convention 2001.
Regarding the validity period of the Certificate, as regulated in Circular 46/2011/TT-BGTVT, it corresponds with the duration stated in the insurance policy or financial guarantee certificate issued for that maritime vessel.
The Certificate is issued in 01 (one) original copy for the shipowner and 01 (one) duplicate (copied) to be retained at the Ship Registration Authority.
