Recently, the Minister of Public Security signed and issued Circular 16/2013/TT-BCA prescribing the procedures to be followed when People's Public Security officers retire to enjoy their pension.

According to the provisions of Circular 16/2013/TT-BCA, the following subjects are to be formally notified of their pending retirement:
- Professional officers and technical specialists; workers, public employees of the People's Public Security Forces- Contract workers in the People's Public Security Forces who receive salaries from the state budget and are classified under the wage scales issued by the Government of Vietnam.
The Personnel Organization Department under: General Department, Command, Department, Directorate, and equivalent units under the Ministry; Departments and equivalents under the General Departments; Provincial and Municipal Police Departments directly under the Central Government, Fire Prevention and Rescue Departments shall base on the age limit regulations, conditions for pension entitlement, work requirements, professional capacity, health status, and aspirations of the public security officers to propose the competent authorities (according to the division of responsibilities among the levels of Public Security regarding certain issues in personnel organization and management) to decide and issue notifications on the retirement waiting time for police officers meeting the stipulated standards and conditions.
The Party Committee (or Standing Party Committee) and Head of the Public Security unit, locality (where the officer is working) are responsible for organizing the notification for the police officers in the unit to know about the time they will retire.
The Standing Communist Party Committee of Central Public Security and the Minister directly notify the Deputy Ministers.
