Which agency has the responsibility to collect inland waterway fees and charges?

On November 8, 2016, the Ministry of Finance issued Circular 198/2016/TT-BTC stipulating the rates, collection policies, remittance, management, and use of fees and charges in the field of inland waterways and railways.

According to the provisions of Circular 198/2016/TT-BTC, organizations collecting fees and charges in the inland waterway sector include:

- The Vietnam Inland Waterways Authority and its subordinate Inland Waterways Sub-Departments;- Inland waterway port authorities, maritime port authorities (including cases authorized or delegated by competent state agencies);- Business establishments providing training services for crew members and operators of inland waterway vessels permitted to operate under the law;- Departments of Transportation;- Inland waterway crew member examination centers;- Other organizations and state management agencies assigned to perform tasks of fee and charge collection.

According to Circular 198, the Vietnam Railway Authority is the agency responsible for collecting fees for issuing train licenses and railway vehicle registration certificates.
