Recently, Circular 39/2013/TT-BGDDT has been signed and issued by the Ministry of Education and Training providing guidelines on specialized inspections in the field of education.
Based on the regulations stipulated in Circular 39/2013/TT-BGDDT, the Chief Inspector of the Ministry, the Chief Inspector of the Department of Education and Training shall issue an inspection decision and establish an inspection team according to the plan and irregular specialized inspections, while also issuing a decision to assign inspectors under their management to conduct independent specialized inspections.

However, in necessary cases, the Minister of Education and Training, the Director of the Department of Education and Training shall issue an inspection decision and establish an inspection team.
Additionally, Circular 39 also stipulates the contents of the inspection decision as defined in Clause 1, Article 52 of the Law on Inspection. The contents of the decision assigning inspectors to conduct independent inspections according to the provisions of Article 29 of Decree 07/2012/ND-CP.
Based on the specific situation and management requirements, the decision-makers for inspections shall choose some contents stated in Chapter II of Circular 39/2013/TT-BGDDT to conduct inspections on an entity, or select a specific content to carry out thematic inspections on various entities.
Thus, the Chief Inspector of the Ministry, the Chief Inspector of the Department of Education and Training, or in necessary cases, the Minister of Education and Training, the Director of the Department of Education and Training, have the authority to issue specialized inspection decisions in the field of education.
