This is an issue of interest mentioned in Circular 05/2013/TT-BKHDT guiding the organization of the preparation, appraisal, approval, adjustment, and publication of the master plan for socio-economic development; development plans for sectors, fields, and key products.
According to Article 12 Circular 05/2013/TT-BKHDT, the planning agency must submit the draft comprehensive planning report for comments in writing from relevant agencies to finalize it before submitting for appraisal. To be specific:

- The overall socio-economic development planning of regions and special territories organized by the Ministry of Planning and Investment must seek opinions from Ministries, sectors, and Provincial People's Committees within the planning region.- The overall provincial socio-economic development planning must seek opinions from Ministries, sectors, and adjacent Provincial People's Committees.- The overall district socio-economic development planning must seek opinions from the provincial Departments, sectors, and adjacent District People's Committees.- Sector, field, and major product planning organized by Ministries, agencies under the Government of Vietnam must consult opinions from related Ministries, sectors, and Provincial People's Committees.- Sector, field, and major product planning at the provincial level must consult opinions from the managing Ministry, provincial Departments, sectors, and relevant District People's Committees within the province.
Additionally, the planning agency may seek opinions from other agencies, organizations, units, and individuals to finalize the draft comprehensive planning report.
