Salary reform in Vietnam according to Resolution 27 yet to be implemented in 2023

On November 11, 2022, the National Assembly just passed a Resolution on the 2023 state budget estimate.

In addition to the outstanding content of increasing the base salary to 1.8 million VND/month, the Resolution of the National Assembly clearly states: The overall reform of salary policy according to Resolution 27-NQ/TW in 2023 has not been implemented. .

Thus, in 2023, civil servant salary reform will not be implemented.

Civil servant salaries in 2023 will still be calculated based on the base salary and salary coefficient according to the formula:

Civil servant salary = Base salary X Salary coefficient

From January 1, 2023, a base salary of 1.49 million VND/month will apply.

From July 1, 2023, a base salary of 1.8 million VND/month will apply.

At the same time, because salary reform has not been implemented, in addition to the salary mentioned above, civil servants still receive allowances depending on their position and work area (such as seniority allowances, allowances, etc.).

Initially, according to Resolution 27 of the Central Committee, it is expected that from 2021, a new unified salary regime will be applied to cadres, civil servants, public employees, and armed forces in the entire political system.

However, due to the impact of COVID-19, the date for civil servant salary reform was moved to July 1, 2022.

After that, the National Assembly decided to continue delaying salary reform for civil servants and public employees until the appropriate time (according to Resolution 34/2021/QH15).

However, in 2023, a roadmap for the salary reform of civil servants and public employees will be submitted to the competent authority.

Roadmap for implementing salary reform according to Resolution 27 in Vietnam

According to Resolution 27, from 2021 to 2025 and with a vision to 2030, salary reform will be implemented in the public sector as follows:

- From 2021, apply a new unified salary regime for cadres, civil servants, public employees, and armed forces in the entire political system.

- In 2021, the lowest salary of cadres, civil servants, and public employees will be equal to the average lowest salary of regions in the business sector.

- Periodically raise wages in accordance with the consumer price index, economic growth, and state budget capacity.

- By 2025, the lowest salary of cadres, civil servants, and public employees will be higher than the average lowest salary of regions in the business sector.

- By 2030, the lowest salary of officials, civil servants, and public employees will be equal to or higher than the lowest salary of the highest region of the enterprise sector.

After implementing salary reform, what allowances will be terminated?

Also according to Resolution 27, after implementing the salary reform, the following allowances for officials, civil servants, and public employees will be abolished:

- Professional seniority allowance (except military, police, and cipher to ensure salary correlation with officials and civil servants);

- Leadership position allowances (due to leadership positions in the political system, position salaries are determined);

- Allowances for party work and political and social organizations;

- Civil service allowances (included in the basic salary);

- Toxic and dangerous allowances (because working conditions with toxic and dangerous elements have been included in occupational allowances).
