When Is It Necessary to Develop Safety Management Documents in Petroleum Activities?

On October 30, 2018, the Ministry of Industry and Trade issued Circular 40/2018/TT-BCT regulating the construction and content of safety management documents in petroleum activities.

According to Circular 40, safety management documents in petroleum activities are prepared at the following times:

  1. The safety management program is implemented:

    - Before construction, building, and installation.- Before testing and operation.- Before modification, capacity change, technology change, project decommissioning when ending exploitation or completing the project, changing safety policies, and the safety management system.

  2. The risk assessment report is carried out:

    - During basic design, technical design.- Before construction, building, and installation.- Before testing, operation, maintenance, and repair.- Before modification, capacity change, technology change, project decommissioning when ending exploitation or completing the project, changing safety policies, and the safety management system.- Periodically updated every 5 years.

  3. The emergency response plan is executed:

    - Before construction, building, and installation.- Before testing and operation.- Before modification, capacity change, technology change, project decommissioning when ending exploitation or completing the project, changing safety policies, and the safety management system.

Refer to the related regulations in Circular 40/2018/TT-BCT effective from December 14, 2018.
