The Ministry of Agriculture and Rural Development issued Circular 16/2018/TT-BNNPTNT on October 29, 2018, stipulating the conditions for food safety establishments (FSE) to be issued certificates for export consignments.

Circular 16 stipulates that establishments not granted Certificates for export consignments produced at such Establishments will continue to be granted Certificates when they meet the following conditions:

- The establishment has implemented corrective measures as required by the Appraisal Agency and has been verified and confirmed by the Appraisal Agency for the effectiveness of the corrective measures implemented;- For establishments with food safety assessment results ranked 4, the food safety assessment results must meet the required standards;- Additionally, for establishments requested by the importing country's competent authorities to temporarily suspend imports, they must be notified by the Directorate of Fisheries and have the temporary suspension of imports lifted by the competent authorities of the importing country or region.
