When encountering officers, inmates must stand at attention and say: "Hello Officer"

The Minister of Public Security has just issued Circular 17/2020/TT-BCA dated February 18, 2020, regarding the regulations of inmate detention facilities.

To be specific, in order to maintain strict discipline and create a safe and healthy educational environment for the execution of prisoners' sentences, prisoners must strictly comply with the regulations according to Clause 1 Article 1 Circular 17/2020/TT-BCA, such as:

- Sentence, decision of the Court, provisions of law, management, detention, education and reform policies for prisoners; absolutely obey orders, follow the instructions of the staff at the detention facility; recognize their crimes, repent, voluntarily cultivate, correct mistakes and help other prisoners progress together, becoming useful members of society.- Respect and voluntarily perform an orderly, disciplined lifestyle, study, and work environment. Be responsible to fight against, prevent, promptly and honestly report any violations of the law, violations of the Detention Facility Regulations by prisoners or others.- Lie down in the designated position in the cell, sleep, and rest on time, maintain personal hygiene, the cell, and public areas. At the regulated time, prisoners receive their meal portions and must eat in the designated place, maintain hygiene, and food safety.- In communication, prisoners can only use Vietnamese, except foreign prisoners or ethnic minorities who do not know Vietnamese. Prisoners should address staff as "I" and "officer," and visitors as "I" and "guest"; in study, work, vocational training, conferences, competitions, sports, ceremonies, and group activities, address each other as "I," "brother," or "sister." Outside of these activities, depending on their age or family relations, they should address, communicate, and behave appropriately according to Vietnamese customs and cultural traditions.

When meeting officers or visitors, prisoners must stand at attention 5 to 7 meters away, remove their hats, hold them in their right hand, and say: "Greetings officer" or "Greetings guest." If a team (group) of prisoners meets officers or visitors, the team (group) leader will call everyone to attention, remove their hats, hold them in their right hand, and on behalf of the group, greet with "Greetings officer" or "Greetings guest."

- Conform precisely to the schedules, commands, and protocols in daily activities, study, work, rest, cultural activities, sports, and recreation; comply strictly with the management, inspection, control, roll call, and daily checking. When ordered to assemble, promptly line up by team (group), wear neat clothing, and keep order. In case of an alarm or unexpected incident, they must remain at their position and absolutely follow the orders and guidance of the officers.

When entering or leaving the gate of the detention facility, they must remove their hats, hold them in their right hand, and clearly report their name, team (group) to the responsible officer. If moving as a team (group), they must walk in double file; hold hats in the right hand for those on the right side, and in the left hand for those on the left side; the team (group) leader must report the team's (group’s) name and number of people to the responsible officer.
