When Can Inland Waterway Vehicle Inspectors Be Upgraded?

On September 22, 2015, the Ministry of Transport issued Circular 49/2015/TT-BGTVT stipulating standards, duties, and powers of leaders, registration officers, and operational staff of inland waterway vehicle registration units.

Circular 49/2015/TT-BGTVT stipulates that inland waterway transportation inspectors shall be upgraded to a higher rank if they meet the standards specified in Articles 6 and 7 of this Circular. During the holding period, if an inspector is suspended for 01 to 03 months, the holding period is extended by 12 months compared to the provisions in Clause 3, Article 6 and Clause 2, Article 7 of this Circular; if suspended for 03 to 06 months, the holding period is extended by 18 months; if suspended for 06 to 12 months, the holding period is extended by 24 months.

Regarding dossiers and procedures, the process for proposing to upgrade inspectors is implemented according to the provisions in Clause 3, Article 23, and Article 24 of this Circular.

Articles 6 and 7 of Circular 49/2015/TT-BGTVT stipulate as follows:

Article 6. Standards for Inspectors Conducting Category II Inspections

1. Must have graduated from university or higher in one of the fields of ship hulls, ship machinery, ship engineering, or ship mechanical engineering.

2. Must have completed the training program for inspectors conducting Category II inspections.

3. Must be an inspector conducting Category III inspections with a continuous holding period of at least 36 months.

4. Must have a minimum English proficiency at level B or equivalent.

5. Must have interned in inspection operations at the inspection unit for vehicles within the duties of inspectors conducting Category II inspections for at least 12 months.

Article 7. Standards for Inspectors Conducting Category I Inspections

1. Must have graduated from university or higher in one of the fields of ship hulls, ship machinery, ship engineering, or ship mechanical engineering.

2. Must be an inspector conducting Category II inspections with a continuous holding period of at least 36 months.

3. Must have completed the training program for inspectors conducting Category I inspections.

4. Must have a minimum English proficiency at level C or equivalent.

5. Must have interned in inspection operations at the inspection unit for vehicles within the duties of inspectors conducting Category I inspections for at least 12 months.
