According to the amended 2014 Health Insurance Law, Decision 595/QD-BHXH, and Official Dispatch 3340/BHXH-ST, since 2018, the health insurance cards have undergone significant changes that participants in health insurance need to be aware of. To be specific, as follows:
1. No Expiration Date on Health Insurance Card
According to Official Dispatch 3340/BHXH-ST, the new health insurance card no longer indicates the period of validity (from date... to date...) as before but only states the start date of its validity (from date...).
The information of the health insurance participants is stored in the electronic data system and is updated annually. Therefore, participants do not need to renew their cards.
To know the exact validity of the card, participants can look it up on the Vietnam Social Security Portal.
2. View Social Insurance Number Directly on Health Insurance Card
According to Article 2 of Decision 595/QD-BHXH, the social insurance number is the unique personal identification number assigned by the social insurance agency to be recorded on the social insurance book and the health insurance card.
Simultaneously, Official Dispatch 4955/BHXH-ST also clearly states that all health insurance participants who already have a social insurance number will have new health insurance cards printed and issued according to the social insurance number. Therefore, the last 10 digits on the health insurance card are the social insurance number of the participants. This is a new feature that facilitates both the participants and the social insurance agency in handling related procedures.
3. Record the Start Date of Continuous Health Insurance Participation for 5 Years
"The start date of 5 years of continuous participation" is not just a simple time mark but also affects certain benefits of health insurance participants.
Point d, Clause 1, Article 9 of Decision 1399/QD-BHXH stipulates that after participating in health insurance for 5 consecutive years and the cumulative co-payment exceeds six months statutory pay rate from the start date of 5 years of continuous participation, health insurance will cover 100% of the medical examination and treatment costs.
