What technical requirements must a suspended working platform meet?

Here are the notable regulations mentioned by the Minister of Labor, Invalids and Social Affairs in Circular 36/2013/TT-BLDTBXH promulgating the National Technical Regulation on Occupational Safety for Suspended Work Platforms.

Accordingly, the suspended platforms that fall within the scope and object specified in QCVN 12: 2013/BLDTBXH issued together with Circular 36/2013/TT-BLDTBXH must meet the minimum safety requirements stipulated in BS EN 1808:1999.

To be specific, the working platform must meet the following technical requirements:

- The dimensions of the working platform must be suitable for the number of people allowed to work on the platform and the tools and materials carried. The width of the working platform must be no less than 0.5m. The working area of the suspended platform must be no less than 0.25m²/person.- The working surface of the platform must be non-slip, securely attached to the platform, and can only be removed when absolutely necessary.- Any holes in the working surface must be such that they prevent 15mm diameter balls from passing through. A proper drainage system must be designed to prevent water accumulation on the platform surface.- The height of the platform's guardrail must be no less than 1000mm from the working surface to the top of the guardrail. The gap between the guardrail bars or between the guardrail bars and the upper edge of the toeboard must not exceed 500mm. The height of the toeboard must be no less than 150mm from the top of the working surface.- The areas above and around the working platform where people operate must be free of sharp edges or protrusions that could cause injury.- Joints must be designed to withstand forces generated during use and repeated assembly and disassembly.- Small components such as pins or retainers must be permanently fixed to each other.- If using two or more platforms, one above another, there must be a hatch in the upper platform and a ladder to move up and down between the platforms. This hatch must open upwards and be unobstructed. The minimum distance between the two platforms is 2m.- If the distance between two platforms is greater than 2.5m, a protective cage must be provided for the ladder from 2m above the lower platform.
