What technical requirements must a national reserve rice warehouse meet?

This content is mentioned in Circular 78/2019/TT-BTC issued by the Ministry of Finance stipulating the National Technical Regulations for national reserve rice.

The national reserve rice storage warehouse must meet the technical requirements stipulated in the "National Technical Regulation on National Reserve Rice" issued together with Circular 78/2019/TT-BTC, specifically as follows:

- The rice preservation warehouse must be a closed type, with a roof to prevent sunlight, rain, wind, and storms, ensuring it can block direct impacts of weather conditions.

- The walls and floor of the warehouse must not be permeable, damp, or covered with dew in the humid rainy season; the floor surface must be flat, smooth, and bear a minimum load of 3 tons/m2.

- The warehouse door system must be tight, preventing harmful animals, insects, and harmful microorganisms from entering, allowing ventilation and convenient for natural air circulation.

- The rice storage warehouse must be kept clean regularly, without strange odors; the area around the warehouse must be clear, ensuring good drainage and isolated from contamination sources and chemicals. Specific technical requirements for the rice preservation warehouse:

+ The warehouse must be airy, with a temperature not exceeding 35°C for A1 roofed and K warehouses; not exceeding 32°C for rolled, improved A1, and I warehouses.

+ The relative humidity in the warehouse should not exceed 80%.

When exceeding the stipulated requirements, national reserve units must have remedial measures to ensure proper storage conditions.

This Circular stipulates that national reserve rice is preserved sealed with added N2 for a storage period of 15 months. If the quality indicators meet the quality of rice for release, as stipulated in clause 2.2 of this Regulation, but the yellow grain indicator does not exceed 1.6 times compared to the quality requirement for storage rice, the maximum storage time can be up to 18 months, but the quality of the rice batch must be regularly monitored.

The head of the national reserve unit is responsible for organizing fire and explosion prevention work according to the law; ensuring the quality of goods and the safety of the national reserve warehouse. Warehouse keepers are equipped with full labor protection equipment accordingly, and when charging gas, unauthorized persons are not allowed near the charging area, ensuring labor safety.
