What Tasks Must National Universities Perform from January 1, 2014?

This is the notable content issued in Decree 186/2013/ND-CP stipulating National Universities.

The duties and powers of the National University are clearly stipulated by the Government of Vietnam in Article 3 of Decree 186/2013/ND-CP as follows:

- Develop strategies, plans, and development plans of the National University.- Organize training activities, scientific research, and international cooperation according to the provisions of the law; train and foster scientific talents; transfer knowledge and provide high-quality human resources to serve economic-social development and international integration.- Manage, operate, utilize, and share resources, and common facilities within the National University to ensure organic, synchronized, and efficient use; mobilize social resources to build the National University step by step into an international and regional standard higher education institution.- Research and provide scientific evidence to contribute to the formulation of orientations, policies, strategies, and development plans for the country's socio-economic development; propose and implement key national scientific research programs according to regulations.- Implement information policies, report to the Prime Minister of the Government of Vietnam, the Ministry of Education and Training, the Ministry of Science and Technology, related ministries and central authorities as per regulations; be subject to inspection and examination by the Ministry of Education and Training, the Ministry of Science and Technology, the Government Inspectorate, related ministries and central authorities, and the People's Committee of the province where the National University is headquartered as per regulations.- Possess high autonomy in activities concerning training, scientific research, finances, international relations, and organizational machinery according to the organizational and operational regulations of the National University and its member higher education institutions, and have specific financial mechanisms prescribed by the Prime Minister of the Government of Vietnam.- Pilot the opening of new training disciplines and specialties outside the list of training disciplines and specialties already prescribed to meet social needs based on sufficient conditions as per regulations; report to the Ministry of Education and Training for monitoring and inspection.- Approve and implement foreign-linked training programs at the university level, master’s, and doctoral levels organized at the National University according to the legal regulations.- Work directly with ministries, ministerial-level agencies, government agencies, and the People's Committees of provinces and centrally run cities. When necessary, the Director of the National University will report to the Prime Minister of the Government of Vietnam on issues related to the activities and development of the National University.- Exercise other duties and powers as mandated by the law.
