Recently, the Government of Vietnam has unanimously issued Decree 90/2014/ND-CP stipulating the "Ho Chi Minh Prize" and the "State Prize" for literature and art.
To be specific, the authors whose literary and artistic works are awarded the “Ho Chi Minh Prize” or the “State Prize” in literature and art will enjoy the benefits stipulated in Article 6 of Decree 90/2014/ND-CP as follows:

- Authors whose literary and artistic works are awarded the “Ho Chi Minh Prize” or the “State Prize” by the President; shall be awarded a Certificate of the “Ho Chi Minh Prize” or the “State Prize” in literature and art; and shall enjoy the benefits and perform obligations according to the provisions of the law on emulation and commendation.
- The monetary rewards for authors whose works are awarded the “Ho Chi Minh Prize” or the “State Prize” in literature and art shall be as follows:
- “Ho Chi Minh Prize” in literature and art: 270 times the statutory pay rate at the time of the award decision;- “State Prize” in literature and art: 170 times the statutory pay rate at the time of the award decision.
The Ministry of Culture, Sports and Tourism shall preside over the organization and issuance of the Plan for awarding the “Ho Chi Minh Prize” and the “State Prize” in literature and art.
This Decree specifies that the awarding process shall be conducted on a voluntary basis, ensuring objectivity, fairness, accuracy, and transparency. A literary and artistic work of an author shall only be proposed for consideration in one specialized field of literature or art. Furthermore, if the author's work has already been awarded the “State Prize,” it cannot be combined with other works to propose consideration for the “Ho Chi Minh Prize.”
