On May 19, 2020, the Ministry of Education and Training issued Circular 11/2020/TT-BGDDT to guide the implementation of democracy in the activities of public educational institutions.
According to Circular 11/2020/TT-BGDDT, concerning democracy in relations and handling work with citizens, agencies, units, and related organizations, the principal has the responsibility to:

- Organize, direct, and inspect the public listing at the educational institution and post on the electronic information page of the educational institution for citizens, agencies, units, organizations (hereinafter referred to as citizens, organizations) to know the following contents:
+ Departments responsible for solving related tasks;
+ Administrative procedures to handle tasks;
+ Application forms and documents for each type of task;
+ Fees and charges as stipulated;
+ Time for resolving each type of task.
- Direct and inspect teachers, managers, and workers in handling the tasks of citizens and organizations; promptly take appropriate measures in accordance with legal regulations against teachers, managers, workers who fail to fulfill their tasks, lack responsibility, harass, cause inconvenience, or engage in corruption while handling tasks of citizens and organizations.
- Direct the arrangement of places for citizen reception, implement citizen reception, and arrange suggestion boxes (directly or via email); direct the person in charge of administrative tasks at the educational institution along with the representative of the People’s Inspectorate to study the feedback and report to the principal for consideration and resolution.
- Assign responsible persons to meet and handle related tasks when citizens, organizations request as per legal regulations; the suggestions, reflections, and criticisms of citizens and organizations must be studied and promptly addressed.
