What responsibilities do the heads of agencies and state units have towards citizens?

Heads of state administrative agencies and public service providers must be responsible to citizens, agencies, units, and related organizations, as stipulated in Article 13 of Decree 04/2015/ND-CP as follows:

- Organize, direct, and inspect the public posting at the office and upload on the electronic information page of the agency, unit for citizens, agencies, organizations (hereinafter referred to as citizens, organizations) to know the following contents:

- Departments responsible for handling related work;- Administrative procedures for handling work;- Application forms, documents for each type of work;- Fees, charges as stipulated;- Timeframes for resolving each type of work.

- Direct and inspect officials and public employees in handling the work of citizens, organizations; promptly take appropriate measures according to the provisions of law with officials and public employees who fail to complete tasks, lack responsibility, harass, cause trouble, or engage in corruption in handling the work of citizens, organizations.

- Direct the arrangement of a citizen reception place, implement citizen reception, and organize suggestion boxes; direct the person in charge of administrative work of the agency, unit, along with representatives of the People's Inspectorate of the agency, unit to open the suggestion boxes weekly, review and propose solutions to the suggestions received, report to the head of the agency, unit to devise reasonable measures to absorb and resolve the suggestions.

- Inform citizens, organizations of the locality to know and participate in giving opinions on programs and projects built or implemented by the agency, unit that are related to the socio-economic development of that locality.

- Appoint a responsible person to meet and handle related work when citizens, organizations request according to the provisions of law; proposals, reflections, criticisms of citizens, organizations must be promptly researched and handled.
