Circular 138/2017/TT-BTC issued by the Ministry of Finance has provided guidance on specific expenses for lottery businesses as stipulated in Decree 122/2017/ND-CP. Circular 138 replaces Circular 01/2014/TT-BTC.
According to the new regulations, lottery business enterprises have the following responsibilities:
- Comply with regulations on expense levels for certain specific costs.- Undergo inspection, examination, and supervision by competent state management agencies.
Additionally, to effectively manage lottery business activities, the responsibility of the Department of Finance is crucial. Specifically, the Department of Finance has the following responsibilities:
- Coordinate with relevant units to advise the People's Committees of provinces and centrally-run cities in supervising, examining, and inspecting lottery business enterprises.- Advise the People's Committees of provinces and centrally-run cities to approve the expenditure levels for supporting the prevention and combat of illegal lotteries and counterfeit lottery tickets.
