What Must Be Publicly Disclosed in the Management of Social Order?

Circular 15/2020/TT-BCA stipulates regulations to promote the people's ownership rights and ensure favorable conditions for people to exercise their rights and obligations as prescribed by law; to mobilize and encourage people to actively participate in administrative management work on social order. Police units, localities, officers, non-commissioned officers, police soldiers, etc. must publicize the following contents in the administrative management work on social order:

- The list and specific contents of each administrative procedure in various administrative management areas concerning social order as prescribed.

- Regulations and guidelines for calling the emergency phone number 113.

- Names, phone numbers, working hours, electronic information portals (if any) of agencies, units receiving and handling procedures related to administrative management work on social order; mailing addresses, dedicated phone numbers, email addresses for receiving feedback and recommendations from individuals and organizations on administrative regulations; results of handling recommendations from individuals and organizations on administrative regulations; list of administrative procedures for which applications are received, not received, results returned through public postal services, and online public services.

- Forms, procedures, and authorities for handling administrative violations in the field of administrative management concerning social order.

- Information on the exploitation and use of the national population database according to the provisions of the law.

- Places for receiving and resolving complaints, denunciations, and legal requests from agencies, organizations, and individuals.

- Duties and powers of officers and soldiers when handling tasks related to administrative management work concerning social order for agencies, organizations, and individuals.

- Rights and obligations of agencies, organizations, and individuals in administrative management concerning social order.

Based on the characteristics, nature, and content to be publicly disclosed, the police agency may apply one, several, or all of the following forms of public disclosure:

1. Posting at the citizen reception areas.

2. Through the electronic information portals of agencies, units (if any).

3. Announcing through mass media.

4. Through citizen reception.

5. Announcing at people's meetings.

6. Other appropriate forms.
