On October 30, 2023, the Minister of Natural Resources and Environment issued Circular 15/2023/TT-BTNMT regulating the provision and sharing of information and data on natural resources and environmental monitoring.

What is the resource and environmental monitoring database?

Natural resources and environmental monitoring database is a collection of information and monitoring data on natural resources and the environment that is built, updated, and maintained for management, exploitation, and use through electronic means, including:

- National natural resources and environment monitoring database;

- Field resource and environmental monitoring database;

- Natural resources and environment monitoring database for ministries and branches;

- Provincial level natural resources and environment monitoring database;

- Natural resources and environmental monitoring database of domestic and international organizations and individuals;

- Open database for monitoring natural resources and the environment.

06 principles for providing and sharing information and environmental monitoring data in Vietnam

The provision and sharing of information and environmental monitoring data in Vietnam must comply with the principles specified in Article 4 of Circular 15/2023/TT-BTNMT, specifically as follows:

(1) Provide and share information and data on natural resources and environmental monitoring in compliance with the provisions of Article 5 of Decree 73/2017/ND-CP on collecting, managing, exploiting, and using information and data on natural resources and the environment.

(2) Manage, connect, and share data in accordance with the provisions of Article 21 of Decree 73/2017/ND-CP and Articles 5, 23, and 45 of Decree 47/2020/ND-CP on the management, connection, and sharing of digital data by state agencies.

(3) Provide open resource and environmental monitoring data in compliance with the provisions of Article 17 of Decree 47/2020/ND-CP.

(4) Shared catalog data for natural resource and environmental monitoring must be connected, exploited, and shared with the shared electronic catalog system.

(5) Comply with the provisions of the law on network information security and regulations on ensuring information system security by level; regulations on intellectual property rights related to data; privacy rights of organizations and individuals.

(6) Consistent with the Vietnam e-Government Architecture Framework, ministerial-level e-Government architecture, and provincial e-government architecture.

Responsibility for managing and operating the resource and environmental monitoring database for provision and sharing in Vietnam

Responsibility for managing and operating the resource and environmental monitoring database for provision and sharing is carried out according to the following regulations:

- Manage and operate the national natural resources and environment monitoring database:

+ Maintain and update the Architecture of the natural resources and environmental monitoring database system; Managing digital infrastructure, shared digital platforms, ensuring information security for natural resources, and environmental monitoring databases under the management of the Ministry of Natural Resources and Environment;

+ Establish, initialize, manage, and operate shared platforms for receiving, managing, storing, analyzing, processing, synthesizing, connecting, and sharing data on resource and environmental monitoring; Decentralize management, exploitation, and use to relevant units;

+ Build, manage, and operate the national natural resources and environmental monitoring database, the open natural resources and environmental monitoring database;

+ Synthesize a list of shared data, a list of open data on natural resources and environmental monitoring from various fields, and publish it on the Data Portal of the Ministry of Natural Resources and Environment;

+ The Ministry of Natural Resources and Environment assigns the Department of Digital Transformation and Environmental Resources Data Information to organize the implementation of the contents specified in this Clause.

- Manage and operate the field resource and environmental monitoring database:

+ Develop and submit for promulgation technical regulations; standardize, update, maintain, and operate the natural resources and environmental monitoring databases in the fields under management;

+ Provide and update master data, shared data catalogs, open data, metadata and other data according to regulations for the national natural resources and environmental monitoring database, the open natural resources and environmental monitoring database;

+ Provide, share, and collectively use original data, results of analysis, processing, and synthesis of natural resource and environmental monitoring data;

+ Check the quality of data on natural resources and environmental monitoring provided by organizations and individuals before it is used and published;

+ Units under the Ministry are responsible for managing the field resource and environmental monitoring database and organizing the implementation of the contents specified in this Clause.

- Manage and operate the provincial natural resources and environment monitoring database:

+ Build, maintain, and operate the provincial natural resources and environment monitoring database;

+ Provide and share natural resources and environmental monitoring data for the national natural resources and environmental monitoring database and field natural resources and environmental monitoring databases according to regulations;

+ Publish a list of open data on natural resources and environmental monitoring within the scope of management;

+ Build, maintain, and operate an open database for monitoring local resources and environment; Check the quality of data on natural resource and environmental monitoring within the scope of management provided by organizations and individuals before being used and published;

+ The Provincial People's Committee organizes the implementation of the contents specified in this Clause.

- Ministries and branches that have information and data on natural resources and environmental monitoring build, maintain, and operate natural resources and environmental monitoring databases within the scope of management, connection, and sharing with the national natural resources and environment monitoring database and field resource and environmental monitoring database.

- Encourage organizations and individuals to provide and share natural resources and environmental monitoring data with the National Environmental Resources Monitoring Database through the integration and data sharing platform of the Ministry of Natural Resources and Environment.
