What is the Position and Function of the National University?

In Article 2 of Decree 186/2013/ND-CP, it is stipulated that national universities are public higher education institutions comprising a combination of member universities and scientific research institutes in various specialized fields, organized into two levels to provide higher education degrees. These universities are centers for high-quality multidisciplinary and multi-field training, scientific research, and technology, prioritized by the State for development investments.

A national university has legal status, a seal with the national emblem, and its own account; it is the focal point entrusted with budgetary and planning targets and is subject to the state management of the Ministry of Education and Training regarding education and training, the Ministry of Science and Technology regarding science and technology, other ministries and central authorities, and the provincial People's Committee where the national university is headquartered, in areas assigned by the Government of Vietnam and compliant with the law.

This Decree also stipulates the organizational structure of the national university as follows:

- The organizational structure of the national university is implemented according to the provisions of the Law on Higher Education and is specified in the Organizational and Operational Regulations of the national university and its member higher education institutions, issued by the Prime Minister of the Government of Vietnam.- The Prime Minister of the Government of Vietnam decides on the establishment of member universities and member scientific research institutes of the national university; the Minister of Education and Training decides on the establishment of affiliates (if any) of the national university.
