What is the Vietnam Internet Network Information Center?

According to Decision 48/QD-BTTTT in 2024:

- The Vietnam Internet Network Information Center is a public non-business unit under the Ministry of Information and Communications, with the function of managing (including registration, maintenance, issuance, allocation, suspension, temporary suspension, and revocation) and promoting the use of Internet resources in Vietnam; establishing, managing, operating, and exploiting the National DNS system and the National Internet Exchange (VNIX).

- The Vietnam Internet Network Information Center is internationally known as the Vietnam Internet Network Information Center (VNNIC).

- The Vietnam Internet Network Information Center is a legal entity with its own seal and bank account for transactions in accordance with the law, and its headquarters are located in Hanoi.

2. What is the organizational structure of the Vietnam Internet Network Information Center?

According to Article 3 of Decision 48/QD-BTTTT in 2024, the organizational structure and staffing of the Vietnam Internet Network Information Center are as follows:

(1) Management Board:

- The Management Board represents the Ministry of Information and Communications at the Vietnam Internet Network Information Center.

- The Management Board consists of a Chairman and members.

- The Minister of Information and Communications establishes and approves the Organization and Operation Regulations of the Management Board.

(2) Leadership of the Center:

- The Vietnam Internet Network Information Center has a Director and Deputy Directors.

- The Director is responsible to the Minister and the law for the results of performing the assigned functions, tasks, and powers.

- The Deputy Directors assist the Director in implementing the work areas of the Vietnam Internet Network Information Center and are responsible to the Director and the law for the assigned tasks.

(3) Organizational structure:

- Functional departments:

+ Organization and Administration Department;

+ Finance and Accounting Department;

+ Cooperation and Resource Management Department;

+ Planning and Investment Department;

+ Service Development Department;

+ Technical Department;

+ Operation and Exploitation Department.

- Dependent units:

+ Branch in Ho Chi Minh City;

+ Branch in Da Nang City.

The branches in Ho Chi Minh City and Da Nang City have their own seals and bank accounts for transactions according to the law.

The functions, tasks, powers, and organizational structure of the departments and dependent units are determined by the Director of the Vietnam Internet Network Information Center.

The working staff of the Vietnam Internet Network Information Center is determined by the Director of the Vietnam Internet Network Information Center or submitted to the Minister for decision according to the financial autonomy mechanism assigned by the law.

3. Tasks and powers of the Vietnam Internet Network Information Center

According to Article 2 of Decision 48/QD-BTTTT in 2024, the tasks and powers of the Vietnam Internet Network Information Center are as follows:

(1) Performing the task of providing public non-business services:

- Providing Internet resource services:

- Issuing and maintaining the Vietnamese national domain ".vn"; organizing the provision of registration services and maintenance of the Vietnamese national domain ".vn"; selecting and signing contracts with registrants of the Vietnamese national domain ".vn";

- Allocating, distributing, and maintaining Internet addresses (IP) and network numbers (ASN) at the national level;

- Promoting and developing the registration and use of Internet resources in Vietnam;

- Establishing, managing, operating, and exploiting the national domain name server (DNS) system and related technical systems to provide Internet resource services; leading and participating in the deployment, application, and exploitation of Internet resource-related technologies;

- Collecting, managing, and using fees and charges for Internet resources according to the law.

- Establishing, managing, operating, and exploiting the National Internet Exchange (VNIX). Developing, applying, and exploiting VNIX technologies and services.

- Providing related services in Internet resources and information technology and participating in relevant activities in accordance with the functions and tasks of the Vietnam Internet Network Information Center as prescribed by law.

(2) Implementing state management tasks of the Ministry of Information and Communications:

- Developing and submitting to the Minister for approval the Internet resource planning, development plans, and investment in appropriate technical infrastructure to meet practical requirements;

- Researching, proposing, and coordinating with functional units under the Ministry to develop legal documents on Internet resources and the provision and use of Internet services nationwide;

- Managing, inspecting, and supervising the registration, use, and implementation of suspension, temporary suspension, and revocation of Vietnam's Internet resources;

- Receiving reports, managing information, and inspecting and monitoring the activities of registering, maintaining, and using Internet resources;

- Collecting, analyzing, evaluating, and publishing information and statistics on the registration and use of Internet resources; information and statistics accessed through the national DNS system, the National Internet Exchange (VNIX), and technical systems managed by the Vietnam Internet Network Information Center according to the provisions of the law and the assignment of the Minister;

- Representing the Ministry of Information and Communications in participating in activities of international Internet organizations related to the field of operation as assigned and authorized by the Minister;

- Coordinating the organization and implementation, monitoring the results of the Ministry of Information and Communications' requirements for international domain name registrants in Vietnam, telecommunications businesses, and the Internet to prevent and combat the dissemination of websites using international domain names that violate Vietnam's regulations on the management of electronic information sites;

- Coordinating with relevant agencies and units of the Ministry in managing the activities of non-governmental organizations and non-governmental organizations in the Internet field;

- Ensuring the safety and security of the national DNS system, the National Internet Exchange (VNIX).

(3) Implementing administrative and development tasks for the unit:

- Consulting, training, fostering, guiding, propagating, promoting, and organizing conferences and seminars; cooperating with domestic and international organizations on Internet resources and other relevant fields in accordance with the functions and tasks;

- Implementing international cooperation in backup systems for national domain names; registering and maintaining Vietnam's Internet resources with international organizations; promoting Vietnam's Internet;

- Researching and applying standards, techniques, and technologies related to the Internet and Internet resources; carrying out digital transformation to serve the activities of the Center;

- Managing the organization, civil servants, and employees; implementing policies and regimes for civil servants and employees under the management scope of the Vietnam Internet Network Information Center;

- Managing finances, assets, and other resources assigned according to the provisions of the law and the decentralization of the Minister.

(4) Implementing other tasks as prescribed by law or assigned by the Minister.
