Circular 46/2015/TT-BGTVT prescribes the load, road boundary dimensions; circulation of overloaded vehicles, oversized vehicles, tracked vehicles on roads; transportation of super-heavy, super-sized goods; and limits on loading goods onto vehicles when participating in road traffic, issued by the Minister of Transport on September 07, 2015.
According to Circular 46/2015/TT-BGTVT, it is stipulated that "The load capacity of the road is the load-bearing capacity of the bridge and road to ensure the longevity of the construction as per design."

The load-bearing capacity of the bridge is determined according to the bridge design dossier and the actual technical condition of the bridge, which is announced by the competent authority or indicated by a road sign limiting the total weight of vehicles passing over the bridge in accordance with road signal regulations. The load-bearing capacity of the road is determined according to the pavement design dossier and the actual technical condition of the road, which is announced by the competent authority or indicated by a road sign limiting the axle weight in accordance with road signal regulations.
Additionally, the Circular also stipulates the clearance limit of the road as follows:
- The clearance limit of the road is the empty space with limited dimensions in terms of height and width of the road, bridge, ferry terminal, and road tunnel to ensure safe passage of vehicles including the cargo loaded on the vehicles.
- The clearance height limit of the road is 4.75 meters for highways and class I, II, III roads, and 4.5 meters for class IV roads and below.
- The clearance width limit of the road is the limit on lane width, depending on the technical classification of the road and the terrain of the construction route.
