Recently, the Government of Vietnam issued Decree 94/2010/ND-CP stipulating the organization of home-based/community-based rehabilitation , including regulations on the tasks of the rehabilitation working group.

Article 5 of Decree 94/2010/ND-CP stipulates the tasks of the rehabilitation working group as follows:
- Assist the communal People's Committee in organizing the reception of declarations and registration for rehabilitation; develop rehabilitation plans; create dossiers, and organize drug addiction rehabilitation activities within families and communities.
- Coordinate with the Residential Group where the drug addict resides to consider and evaluate the addiction status, family circumstances, and personal background of the drug addict to develop appropriate family and community rehabilitation plans.
- Guide the drug addict and their family or guardian in implementing the rehabilitation plan; monthly review and evaluate the implementation and archive the rehabilitation records.
- Guide families with drug addicts or guardians in monitoring, managing, caring for, and assisting the addict in participating in social activities to change behavior, personality, and enhance community reintegration capacity.
- Provide counseling and assistance to drug addicts during rehabilitation; organize rehabilitation activities for health, study, and productive labor skills.
