What is the Formula for Determining the Value of Natural Forests?

On November 16, 2018, the Ministry of Agriculture and Rural Development issued Circular 32/2018/TT-BNNPTNT regulating the method of forest valuation; the framework of forest prices.

Circular 32 provides the formula for determining the value of natural forests. Specifically, the value of natural forests is determined as follows:

- The value of special-use forests, protection forests, and production forests that are natural forests (Gtn) is calculated in terms of money per hectare (VND/ha) and includes the value of standing trees (Gcd) and the value of forest use rights (Gsd). The calculation formula is as follows:

Gtn = Gcd + Gsd

- The value of standing trees (Gcd) is the value of timber trees in the forest, calculated in terms of money per hectare (VND/ha) of the forest area;- The value of forest use rights (Gsd) is the total income calculated in terms of money per hectare (VND/ha) that the forest owner enjoys from the forest during the forest allocation or lease period.
